HiTechnic IR Link

I would like to use my HT IR Link to control the RCX. I am using NXC (1.31 enhanced firmware, and BCC 3.3.8.9). I have the RCX programmed completely. What I need to do is send just a number message from the NXT to the RCX (0-255), and the RCX knows what to do (tested with a computer, and remote).
I used SetSensorLowspeed(); and HTRCXSetIRLinkPort();, and to send the messages, I am using HTRCXSetMessage();, but most of the time, the RCX doesn't get the message. If I attempt to send it 20 times, then the RCX usually gets it, however, I want to send it just once, and get 100% results. I know that the range of the IR Link is absolutely HORRIBLE, but I even tried my program holding the IR Link right up to the RCX, and it makes little difference.
